(A)-Phonographic Performances Limited ( PPL Or Public Performance License ) – Licence for Communication to public, Public Performance of Music recordings is Mandatory.

Subject to the Copyright Act of 1957, it is mandatory for all those who play Pre-recorded music in the form of Gramophone Records, Music cassettes or CDs or Radio or TV or Audio-visual etc. for non-private purpose or in public places and/or commercial establishments and/or non-commercial establishments, to take prior licence from Phonographic Performance Limited (PPL). in respect of the repertoire its music labels. PPL owns and/or exclusively controls public performance rights in repertoire of many reputed music labels, encompassing all major Indian languages, including Hindi, Punjabi, Bengali, Telugu, Tamil, Marathi, Gujarathi, Malayalam, Bhojpuri, etc. (both film and non-film music like devotional/spiritual, Ghazals, Classical, folk, Indi-pop, etc) and English/International songs. Consequently, any communication or performance of Indian or International music from Sound Recordings of PPL for non-Private purposes or in Public Places or Commercial Establishments such as Hotels, Restaurants, Cinema Halls, Discotheques etc, or non-commercial establishments such as campus without first having obtained a Licence from PPL, constitutes an Infringement of copyright under The Copyright Act of 1957. Such violation of copyright is Cognizable & Non-bailable offence, attracting heavy Penalties

The IPRS came into existence on 23rd August 1969. The IPRS is a representative body of Owners of Music, viz. The Composers, Lyricists (or Authors) and the Publishers of Music and is also the sole Authorized Body to issue Licences permitting usage of Music within India by any person. Composers are those who are better known as Music Directors, Authors are better known as Lyricists, Publishers of Music are the Producers of Films and Music Companies, or those who hold Publishing Rights of the Musical Works. The Society is a non-profit making Organization and is a Company Limited by Guarantee and Registered under the Companies Act, 1956.

It was also registered under Section 33 of the Copyright Act, 1957 as the Copyright Society to do business of issuing Licenses for usage of Musical works & Accompanying Literary Works.

IPRS conducts its business of granting licenses per Section 30, as the society is an owner of the copyrights as per the assignment deeds executed with its members who are owners and have assigned the same to it.

​(C)- A Government Permission From Deputy Commissioner Of Police ( DCP Permissions/License )- If your event is of the nature of a musical, dancing, dramatic, mimetic, theatrical or other performance for public amusement or any public exhibition or diversion or game or any assembly for Public Amusement you need to obtain a Performance License.

Responsibility of the Organizer:-
he organizer of performance is only responsible for the content of the programme, its ticketing and the electrical equipments and other props etc that will be used by them for the show. He shall take all modern and approved precautions for the prevention of any accident and shall abstain from any act which may tend to cause fire or explosion.

​(D) – Traffic & Fire Permissions Are Mandatory ​-

​Things to be kept in mind

​1. Delhi Fire Service, Electrical department and Auto Engineer issues No objection Certificates only after inspecting the site (Inspection is done after organizers have erected stage/ shamiana/ pandal/ tents/ kiosks/ stalls/ joy rides/ jhulas/ electrical fittings etc. for the event)

​2. The applicant must submit following documents to Fire Department prior to inspection.
(a) Lay-Out plan of the programme having sufficient Nos. of exit points.
(b) Lab test certificate of fire retardant fabric if erecting Pandal/Shamiana/Tent.

3. Inspection fee has to be deposited to Electrical Department for inspection of site/premises. Once all the N.O.C‘s are obtained then the final Performance License is granted by this office after thorough scrutiny of papers.
